Clearwater context
High groundwater under a flat coastal city is what decides this work, and it is why Clearwater is a harder place to coat a slab than product literature assumes. Water sitting close to the surface keeps the concrete supplied with moisture year-round, and that moisture moves upward through the slab continuously -- so a coating installed over a slab that has not been moisture-tested is the most common way the job fails, blistering or releasing months later with nothing visibly wrong on the day it went down. The city's aging assemblies make it likelier still, because slabs in the older coastal neighborhoods and postwar construction frequently went down before a vapor retarder was routine. Persistent humidity then narrows the temperature and dew-point window in which a coating cures properly, which is why scheduling the application matters as much as selecting the product.
